Currently in game there is now a widget tool listing the current potential odds of pulling a jackpot card. The odds are suppose to increase in pulling a jackpot card as time nears when Conclave packs officially end.
In the past day the PE value has risen slightly which I would interpret as increase value of each pack's odds of pulling a jackpot card. The higher the PE value the better for buyer.
As of now a little over 10% jackpot cards have been pulled. All this data is live and updated constantly.
I can imagine how down the road when more of the most rarest jackpot cards are still left to be pulled will that lure more buyers to the remaining packs.
