Yves Matton used to be a team principal of Citroen Racing more then a decade ago so he has a knowledge of running a top team. That's why he probably decided to form a team with his partner Lionel Hansen and team's name should be Project Rally One.
For the moment, it is unknown which automotive brand should be represented here because they must have Rally2 machinery under the bonnet. Bodyshell is clearly the same as from today's Rally1 cars so that is not a problem.
I guess that they will start with testing shortly after New Year because next year will be full pf development, and nothing less then that.
