While there are those who do not have religion, because they do not believe in God.
Romans 2:13
For not the hearers of the law are just before God, but the doers of the law shall be justified.
14.For when the Gentiles, which have not the law, do by nature the things contained in the law, these having not the law are a law unto themselves.
There are people who do not have the law, neither do they believe the Bible and what it says. These people don't have religion. They do not know the law of Christ. Though these people may not have the religion God does not condemn them. Because according to Paul, there are Gentiles which have not the law. But do by nature the things contained in the law and these people are justified by God.
They are better than those who know the law and transgress the law. These people who do not have the law, who have not heard the law, but by nature, doing the good things of the law, they are not committing adultery, they are not greedy, as long as they are doing the good things of the law, they are justified by God.
But contrary, there are those who have the Bible who listen to preachings but do not do the law. These people deceive themselves. It's not enough to be just hearers of God's word, we need to observe it in our lives.
