前回相談させていただいた件で、結果を報告させていただきます。
まず、ウィットネスからの回答は、
「ダウンボートについては当事者間で解決」
とのことで、ウィットネスの対応範囲外だそうです。
ダウンボートされた投稿を検討するサービスサイトの回答は、
規約（17.1. When accessing or using the Services, you agree that you will not commit any unlawful act, and that you are solely responsible for your conduct while using our Services. Without limiting the generality of the foregoing, you agree that you will not:
17.1.1. Use our Services in any manner that could interfere with, disrupt, negatively affect or inhibit other users from fully enjoying our Services,）違反について：
「that means spamming the network and decreasing the bandwidth for everyone
the downvote is very clear in the whitepaper
steemit=/=steem」
というものでした。
そのサービスの人によると、ダウンボートはどんな理由であれ誰でも誰にでも可能だそうで、規約違反ではないそうです。
Steemit Terms of Serviceの担当者に規約違反ではないか、との問い合わせはしていますが、今のところ回答はありません。
ちなみに今回の私の場合は・・・
相手が相当のパワーを有しているため、ダウンをアップにするのは難しいそうです。（複数の人のパワーを総合してもきついそうです。）
パワーを持つ人に理由なくダウンボートされる＝しかたない、ということになるようです。（誰でも誰にでもダウンボートできる、それがSteemitだそうです。）
