Soon the Chaos Legion packs will start being burned at a rate of 25,000 per day. This means we will be moving much closer to the next unlocked card. Since the final cards in a set are typically legendary summoners, I imagine they will be valuable.
With this in mind, I have been selling Chaos Legion packs on Hive Engine, plus throwing in a bunch more of my own DEC to buy more packs. I have purchased over 300+ packs in the last few days. This has been at a cost of around $130 in lost DEC, but hopefully getting more airdrop chances will make it worth it. Maybe not, but it's worth a shot.
